Douglas County Colorado requires all new construction to adhere to GESC/DESC programs to comply with environmental regulations within unincorporated Douglas County.
A GESC/DESC permit must be submitted along with any building permit application. A building permit will not be issued without an approved GESC/DESC plan.
In addition to being a legal requirement, a thorough GESC/DESC plan helps to:

The Brightlighter GESC & DESC Process
Initial Consultation and Site Visit
Once you schedule your initial consultation, our specialist will arrive for a walk-through of your property.
During the walkthrough, we’re assessing the existing conditions of your property including the topography, soil types, vegetation, drainage patterns, and any existing erosion or sediment concerns. This information will be recorded in measurements, notes, and potentially photographs.
Depending on the complexity of the property, our specialist may coordinate with a surveyor for an updated topographical survey of your landscape. At this time our team will collect any other pertinent data, including soil reports, local regulations, and environmental factors.
Analysis, Review, and Adjustments
After we conduct our initial site visit and have gathered all the necessary information our team of engineers will analyze the data, and begin to draft a GESC/DESC plan for your property.
If any unexpected issues arise during the analysis and drafting process we’ll consult with you for feedback on the necessary adjustments.
Submission for Approval
Once finalized your GESC/DESC plan will be prepared for submission to your local authority for approval. Our team will ensure that all the necessary documents and forms are correctly filled out and submitted to the Douglas County Public Works.
As of 2024, we’ve never had a GESC/DESC plan denied by Douglas County Public Works. At Brightlighter we pride ourselves on getting plans right the first time.
