Due Dilligence

Civil Engineering Due Diligence

Brightlighter can help identify the level of effort (scope of work) required for a successful review by the jurisdictional engineering department. Civil engineering due diligence can help identify significant project hurdles, expensive development costs related to infrastructure, and overall development feasibility based on site constraints. This type of due diligences includes various aspects which are project specific and depend on size, type, and nature of the development. Examples of engineering design due diligence are described below:

PUBLIC WORKS
Identify plan requirements, contact information, reviewer, submittal schedule, and standards and specifications.

TRANSPORTATION/ROW
Identify plan requirements specific to jurisdiction, submittal schedule, standards and specifications, ROW dedication, street cross-sections, traffic letters or reports, utility patch and paving requirements, and public access requirements.

SANITARY SYSTEMS
Identify plan requirements specific to jurisdiction (i.e. Denver SUDP, SSPR), submittal schedule, standards and specifications, design elements, required materials, sizing documents, feasibility, ability to gravity drain sanitary sewer, submittals to the department of health, on-site wastewater treatment systems, and lift stations.

WATER
Identify plan requirements specific to jurisdiction (i.e. Denver Water plans), submittal schedule, CAD standards and specifications, design elements, required materials, easement dedications, fire flow requirements, and fire department review requirements.

DRAINAGE / STORM SEWER
Identify plan requirements specific to jurisdiction, submittal schedule, standards and specifications, design criteria, detention or infiltration options, preliminary pond sizing and location, water quality options, drainage report tiers and requirements, floodplain status, and potential stormwater issues.

STORMWATER (EROSION & SEDIMENT CONTROL)
Identify plan requirements specific to jurisdiction, submittal schedule, standards and specifications, design criteria, erosions control mitigation measures, best management practices (BMPs) selection, storm water management report requirements, and required operational or maintenance plans.

Surveying Due Diligence

Identify needs of the client including type of survey, scope, boundary, topography, utilities, easements, right-of-way, and encumbrances.

Work closely with a subcontracted surveyor to ensure deliverables are captured and disseminated on plans, file formats are acceptable, and jurisdictional requirements are met.

Identify areas of concern and potential project hurdles that may not be anticipated in original survey scope and will require additional survey and/or utility locates, which may occur on or adjacent to subject property.

Planning Due Diligence

Brightlighter can help identify the necessary planning documents for the entitlement of a project. This includes code review and analysis of a project and working together with the client to test different iterations of a project site layout. The design consideration which encompass this type of due diligence include:

Existing / Proposed zoning, setbacks, dedications, parking layout, schedule and timelines, review process, planning commission, city council, neighborhood meetings, and overall project feasibility based on the code analysis.

Brightlighter can work closely with the architect, developer, or client to analyze a best-fit scenario for project specific goals, including building location, access points, accessible routes, fire access, and numerous aspects of the planning document.

Brightlighter performs third-party review of ADA accessibility plans to identify deficiencies prior to construction. With heightened litigation in this arena, it is critical to ensure your site is designed to be inclusive to all and won’t require changes once constructed.

Entitlements

Brightlighter’s engineers have extensive jurisdictional knowledge to help entitle your project efficiently. Understanding the nuances of the entitlement process can be the difference between delivering a project on schedule or experiencing substantial delays.

Site Development Plans

Including Brightlighter’s engineers at the beginning stages of your project will ensure your site development plan addresses design constraints involved with detention, fire access, grading, and utility services. A comprehensive site design review prior to jurisdiction submittal will result in faster approvals and lower entitlement costs.

Denver Water Permitting

Denver water and its associated master meter districts can throw a wrench in your plans if your engineer is not familiar with the process. At Brightlighter, we complete dozens of Denver Water plan sets per year and can help guide you through the process.
